The manager of a Hurstville mobile phone shop contacted police when an audit found a major discrepancy in the number of pre-paid phone cards sold.
When police investigated they found 18,000 cards had been sold in the five months to June, but not paid for.
A 22-year-old woman has been charged with 13 counts of obtaining benefit by deception and conditionally bailed to appear in Sutherland Local Court on 24 July 2008.
Police are continuing there investigations and have not ruled out laying further charges.
